Prayut defends wealthy officials

Prime Minister Prayut Chan-o-cha on Friday urged critics not to jump to the wrong conclusions about rich officials and promised to disclose the assets of all cabinet ministers.

The wealth of civil servants — including military officers — should not be judged based simply on salary as some could have assets inherited by their families or those of their spouses, he said.

Prime Minister (นายกรัฐมนตรี) Prayut Chan-o-cha on Friday urged (กระตุ้น) critics (นักวิจารณ์) not to jump to the wrong conclusions (ด่วนสรุปเร็วเกินไป) about rich officials and promised (สัญญา) to disclose (เปิดเผย) the assets (ทรัพย์สิน) of all cabinet (คณะรัฐมนตรี) ministers (รัฐมนตรี).

The wealth (ความร่ำรวย) of civil servants (ข้าราชการพลเรือน) — including (ซึ่งรวมถึง) military officers (เจ้าหน้าที่ทหาร) — should not be judged (ตัดสิน,วินิจฉัย) based (อ้างอิง) simply (อย่างสิ้นเชิง)  on salary (เงินเดือน) as (เนื่องจาก) some could have assets inherited (รับมรดก) by their families or those of their spouses (คู่สมรส), he said.

เมื่อวันศุกร์ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรี ได้ขอให้นักวิจารณ์อย่าเพิ่งด่วนสรุปอย่างผิด ๆ เกี่ยวกับข้าราชการที่ร่ำรวย และสัญญาว่าจะเปิดเผยทรัพย์สินของรัฐมนตรีทั้งคณะ

ความร่ำรวยของข้าราชการพลเรือน – ซึ่งรวมถึงเจ้าหน้าที่ทหาร – ไม่ควรจะตัดสินจากเงินเดือนเท่านั้น  เนื่องจาก บางคนอาจจะมีทรัพย์สมบัติซึ่งครอบครัวของเขาได้รับเป็นมรดก  หรือเป็นทรัพย์สินของคู่สมรส, เขากล่าว.

Bribe-busting campaign scrapped

Police have backed down on their campaign to give a 10,000-baht reward to officers who have caught people trying to bribe them.

A memo was sent to them on Friday, saying the National Council for Peace and Order and their top brass had no such policy.

The letter said the campaign created division and suspicion between police and people, thereby violating one of their rules.

The letter also urged them to be cautious about being photographed and recorded and to refrain from luring people to offer bribes.

A memo (บันทึกข้อความอย่างเป็นทางการที่มีถึงบุคคลในหน่วยงานเดียวกัน) was sent to them on Friday, saying the National Council for Peace and Order (คณะรักษาความสงบแห่งชาติ หรือ คสช.) and their top brass (เจ้าหน้าที่ทหารที่มีตำแหน่งสูงสุด) had no such (เช่นนี้) policy (นโยบาย).

The letter (=memo บันทึกข้อความในหน่วยราชการ) said the campaign created (สร้าง)division (ความแตกแยก) and suspicion (ความระแวง) between police and people, thereby (ด้วยเหตุนี้) violating (violate = ละเมิด,ฝ่าฝืน) one of their rules (กฎข้อบังคับ).

The letter (=memo บันทึกข้อความในหน่วยราชการ) also urged (กำชับ) them to be cautious (ระมัดระวัง) about being photographed (ถ่ายภาพ) and recorded (บันทึกเสียง/คลิป) and to refrain from (ละเว้นการทำ) luring (lure = ล่อ) people to offer (ยื่นให้) bribes (สินบน).

ตำรวจได้ล้มเลิกการรณรงค์ที่จะให้เงินรางวัล 10,000 บาทแก่เจ้าหน้าที่ซึ่งสามารถจับคนที่พยายามให้สินบนตำรวจ

ในบันทึกข้อความที่ส่งไปถึงเจ้าหน้าที่ตำรวจเมื่อวันศุกร์ กล่าวว่า คสช.และบรรดานายทหารระดับสูงสุดไม่มีนโยบายเช่นนี้

บันทึกนั้นกล่าวว่า  การรณรงค์เช่นนี้ จะสร้างความแตกแยกและความระแวงระหว่างตำรวจกับประชาชน ด้วยเหตุนี้ จึงเป็นการฝ่าฝืนกฎข้อบังคับข้อหนึ่งของตำรวจ

บันทึกนี้ยังได้กำชับเจ้าหน้าที่ตำรวจให้ระมัดระวังตัวเรื่องการถูกถ่ายภาพหรือบันทึก(เสียงหรือคลิป) และให้ละเว้นอย่าได้หลอกล่อประชาชนให้ยื่นสินบนแก่ตำรวจ

Malala, Satyarthi win Nobel Peace Prize

The Nobel Peace Prize went Friday to Pakistan's Malala Yousafzay and India's Kailash Satyarthi for their work on promoting child rights.

 "The Norwegian Nobel Committee has decided that the Nobel Peace Prize for 2014 is to be awarded to Kailash Satyarthi and Malala Yousafzay for their struggle against the suppression of children and young people and for the right of all children to education," the jury said.
